In Narok County, a remarkable transformation has unfolded in the realm of revenue collection since the appointment of David Ole Muntet as the CEC for Finance and Economic Planning by H.E Patrick Ole Ntutu. This move has proven to be a masterstroke, elevating the county’s financial standing through accountability, transparency, integrity, and a commitment to ethical governance.
H.E Patrick Ole Ntutu’s discerning eye for talent is clearly visible in the appointment of David Ole Muntet, a man whose outstanding performance and exemplary track record in public service have been on public display. Muntet’s leadership has become synonymous with professionalism, wisdom, and an unwavering dedication to advancing the county’s financial landscape.
A shining example to Muntet’s ingenuity is the establishment of the Narok County Revenue Bank, a groundbreaking initiative aimed at streamlining payment services and embracing digital transformation to fortify revenue collection. This innovative platform facilitates various services, including business permits, land rates, plot rent receipts, public health licenses, alcoholic drink licenses, building plan approvals, and Matatu monthly stickers, among others.
Under Muntet’s stewardship, Narok County’s revenue collection has witnessed an extraordinary threefold increase, soaring from Sh1.3 billion to an impressive Sh3.1 billion. This accomplishment positions Narok as the second most improved county in revenue collection and the third in the country for own-source revenue.
The diligent effort led by CEC Muntet reflects a commitment to closing loopholes and adopting a zero-tolerance approach to corruption. This dedication has catapulted Narok County to remarkable heights, solidifying its status as a leading county in own-source revenue and a beacon of improved revenue collection.
David Muntet’s extensive experience in Finance and Fiscal policies has played a pivotal role in this success story. As the brainchild behind Narok’s high revenue collection, Muntet, who formerly served as the Director of Revenue Kajiado County, has significantly elevated the county’s revenue index.
During the Preliminary Budget reading, the Budget chair remarked on the unprecedented rise in Narok County’s revenue, emphasizing that such heights had never been reached since the inception of devolution.
However, in the midst of success, David Muntet has become the target of attacks from a few individuals who have faced the consequences of being blocked from maliciously misusing county funds. Their unfounded claims of corruption serve as a smokescreen for their displeasure with Muntet’s refusal to bend rules and create loopholes for looting. It is evident that these attacks are driven by personal vendettas rather than genuine corruption allegations.
